User's Procedure to Change a Web Page
The primary purpose of a content management system (CMS) is to allow you to easily change content. That is why you should learn and practice this procedure as your first step in learning the CMS.
After you learn how to change content using this procedure, you will want to know how to add a new content page to a website. For that, see this link:

Use of these procedures is controlled by an access control system. You must be signed on and have appropriate authorization to execute these procedures.
About Deleting a Web Site Page
It is not a good idea to truly delete a web page. Even if you remove all links to the page from your own web site it is likely that pages you have no control over will still link to the page. This is because search engines will often see your pages and automatically create links to the page. It is a much better idea to update the page content telling the user what has changed. Or, add a link to the page linking to a page of your choice.
If you want to abandon an obsolete page, follow the suggestion above. Add a paragraph to the obsolete page. Let the user know the content is obsolete. And, add a link to the new authoritative page.
