Programmer's Guide to Re-publish HTML
The intent of the Re-publish HTML function is to enable any content editor to re-publish any page on the website that may need to be re-published for any reason. The action of re-publishing a page should be a low-impact, low risk action. To make this work as intended, a list of HTML pages that may be re-built at any time is maintained in a file, bildable.txt.
This file, bildable.txt, is maintained by the CMS to minimized the chance of garbage creeping into the file. Even so, there may be instances when the file must be changed directly.
The common procedure of adding a web page includes adding the new page to bildable.txt, using the Pages >> Buildable Pages Add / Remove function. After doing this, the page appears in the list of pages that may be re-published. The user-instructions for this may be found in:

The same Action Menu selection is used to prevent a page from showing in the list of pages that may be re-published. Just un-check the check-box next to the page name that the user should not re-publish and click "Update File List". Most commonly, the page print feature pages (_ppf) should not be published by the user. These pages are automatically built when the corresponding main page is re-published.
About Deleting a Web Site Page
This warning appears elsewhere, but it bears repeating. It is not a good idea to truly delete a web page. Even if you remove all links to the page from your own web site it is likely that pages you have no control over will still link to the page. This is because search engines will often see your pages and automatically create links to the page. It is a much better idea to update the page content telling the user what has changed. Or, add a link to the page linking to a page of your choice.
Sometimes, however, it is appropriate to delete a page. If you delete the page, or it was never built, it may seem impossible to delete the page from the list of buildable pages. In this case, the page shows up when you click "Re-publish HTML" but does not appear when you go to Pages >> Buildable Pages Add / Remove.
When this happens, you have two choices. Either publish the page and then change it in Pages >> Buildable Pages Add / Remove, or, edit bildable.txt directly. A problem you may have with this is what happens when you re-publish the Site Map.
You may decide to physically delete the page from the website, using FTP, to keep the page from showing up on the Site Map. In this case, you may prefer to download bildable.txt, remove the page from the list using a local editor and upload the changed file.
Use of these procedures is controlled by an access control system. You must be signed on and have appropriate authorization to execute these procedures.
